FY2027 Congressional Appropriations Update

Lawmakers left Capitol Hill for the August Congressional recess recognizing that no additional work on FY 2027 funding measures will be  completed until after the November midterm elections. As a result, both chambers passed separate versions of a continuing resolution (CR) to dispel any possibility of a government shutdown at the end of the current fiscal year on September 30th .

However, the House CR includes a deadline of December 4th while the Senate CR carries an end date of December 11 th . One of the first action items Congress will need to address when lawmakers return to Washington, DC is to reconcile the differences between the House and Senate CRs.

With appropriations work largely stalled, FY 2027 funding for the Centers for Disease Control and Prevention’s (CDC) National Center for Injury Prevention and Control (Injury Center) is exceedingly difficult to predict. At the moment, the only the House has advanced their various appropriations bills including its Labor, Health and Human Services, and Education bill, which funds the Injury Center. Earlier this summer, the House Appropriations Committee approved the bill that included $705 million for the Injury Center. While the amount is far less than the agency’s current funding level of $761 million, House appropriators worked this year to add an additional $40 million for the Injury Center above what they proposed last year.

The Senate last year stepped in to fully fund the Injury Center and, as such, the final FY2026 funding agreement protected all Injury Center programs from any cuts. With no movement in the Senate this year, advocates will have to wait until after the elections to see how the appropriations endgame comes into focus.
